The purpose of this guide is to explain the New York State Office for People with Developmental Disabilities' (OPWDD) Front Door process. This detailed guide will help you understand the services that OPWDD offers and how they might fit into your life. The guide also tells you what you will need to become eligible for OPWDD supports and services, including:

  • Findings related to your developmental disability,
  • Medicaid eligibility, and
  • Enrollment in the Home and Community-Based Services (HCBS) waiver program. Most OPWDD supports are funded through this waiver program.

This guide will also outline the choices available to people with intellectual and developmental disabilities and their families.
